Will DC Cut Assistance to Families in Crisis?

This month’s column highlights a major flaw in DC’s welfare time limit policy that leaves families at  risk of running out their time clock as a result of factors out of their control, such as domestic violence.  Most states “stop the clock” when parents are unable to work, but DC doesn’t.  We recommend a sensible set of time limit exemptions.
